How should we judge a government?

Accountability to the end...

just to be fair and transparent! I guess the epitaph must have been instructed by a son who is an accountant, who is honest to a fault, and used to carry out his duties without fear or favour (or was it without thinking?)! Unless, malice (or was it humour?) was on his mind...
