Many members of the public (including myself) did not know its stated objective and assumed it was a public trust meant exclusively for Bumiputeras. The reason? The following copy of a letter (like many others before and for many years) is clear and self-explanatory:
For the benefit of those who do not understand Bahasa Malaysia:
All we want is: please be honest with yourself and what you say. When we are already used to it, you start saying things which are untrue. Why?

No matter how I look at it, the reality is '1Malaysia: Malay/Bumiputera first, performance now' and not as claimed.
