Yes, exactly my thoughts too!
But exactly which areas would be considered rural? IN the area where I live in Puchong (which is hardly rural), all the guys and ladies are riding without the helmet. Even young boys and girls who are probably too young to get a licence are riding motor bikes without helmets too.
