According to NST,
Khalid registered as an elector on Jan 1, 1985, using Jalan 16/2, Section 16, Petaling Jaya, Selangor, as his address.
When keying in the information contained in the registration form, the EC officer had placed him in locality "Jalan 16/2" under the state constituency of N.34 Bukit Gasing and the parliamentary constituency of P.105 Petaling Jaya Selatan.
This was based on the address given in the registration form without recognising the fact that on the ground, locality "Jalan 16/2" comes under the Federal Territory, with Jalan Datuk Abu Bakar as the official boundary between the Federal Territory and Selangor.
Hence, the locality "Jalan 16/2" where Khalid's house is located actually lies within the federal constituency of P.121 Lembah Pantai under the Federal Territory.
With the implementation of executive geographical information system (EGIS) in 2004, the EC discovered that the locality "Jalan 16/2" was placed in the wrong constituency.

Poor Khalid... having been Menteri Besar of Selangor for 4 years already, now he has discovered he should have been in Federal Territory constituency! I can still remember his 'Freudian slip' when campaigning as first time PKR candidate in Ijok when he mentioned at the end of his speech, 'Vote BN!' That was probably the reason why he lost then.
Back to Election Commission's claim that what they have done was correct under the law. As an ordinary citizen, wouldn't you be confused by all these 'mumbo jumbo'? In my case of 'unilateral change of address by EC' in Perak, it was corrected later but it showed a serious system weakness in EC because of the ease anybody within had done it without even the registered voter asking for the change or even knowing it! Nobody was held accountable for such stealthy but serious breach of the electoral roll system.
