Our government is very fond of setting rules to regulate, which from a practical point of view,
tend to inconvenience the majority because of a minority who misbehave.
Just because a few welded some half cuts to a car and got involved with an accident which caused fatalities, every car has to be inspected by Puspakom, a company obviously well connected.
Just imagine a father transferring his car to his son or daughter, or a company transferring its car to another related company, the inspection is mandatory.
Just imagine the costs of this silly requirement:
Inspection fee;
Time set aside for someone to attend to this inspection;
If a company vehicle is involved, having to get the necessary authority for the person;
Travelling expenses;
The rough handling by the inspector: pulling the linings from the door openings under the pretext of checking half-cuts welded together, and leaving it to the owner to fix them back;
To avoid some of the above trouble or expenses, one has to pay a certain amount to a middleman to smooth over the process. This has spawned an industry of touts, repairers of obvious defects nearby (this is good), as well as suppliers of tyres on loan for the purpose of inspection! So we get dangerous vehicles on the road even after inspection!
