Won't Listen vs Can't Complain

I am referring to Malaysia vs Singapore!

In Malaysia, we can complain about almost everything under the sun, except those sensitive issues like race and religion; but our leaders would turn a deaf ear and won't listen.

In Singapore, the people have everything they could wish for that they cannot complain... so the joke goes, according to Dato3 Wong Chun Wai in the Star...
