How should we judge a government?

The Mother of all car park attendants



Don't underestimate our local 'jaga kereta'. Even with a managed car park, where the system is not foolproof, a cashier at a car park could pretend to 'ring the till' and pocket the cash. This is evident when he or she appears unhappy when you request for a receipt.
