How should we judge a government?

In relative terms...

I remember when in college, I commented about a rich classmate being chauffeur driven. She actually sat in front next to the driver for a couple of days, then reverted to the back seat... probably being told off by her parents.

When my late brother was entitled to a company car and driver, he felt more comfortable sitting next to the driver. An ex-classmate employed another ex-classmate as driver, and of course, he sat in front.

When in UK, a rich Indonesian drove his Jaguar or Daimler to the factory where he was doing his industrial training. The security guard at the guardhouse actually saluted each time he went past. Then we had some rich guys from Hong Kong who even went to college or university in Rolls Royce. It is not everybody's cup of tea to show off. Some tried their best while others tried so hard to be unobtrusive. But this story, whether true or not, takes the cake:

A rich Saudi went to Germany to study.

A month later, he sends a letter to his dad in Riyadh saying: "Berlin is wonderful, people are nice and I really like it here but I'm a bit ashamed to arrive to school with my Gold Mercedes when all my teachers travel by train."

Sometime later he gets a letter from his dad with a ten million Euro cheque saying:
"Stop embarrassing us, go and get yourself a train too"
