Five persons in a room is still possible for families on a budget, but on a bed? More likely it was a rule to prevent overcrowding in a room with just one bed, rather than expecting five people to sleep on it.
Boots are made for walking, but I supposed when they had drunks sleeping with their boots on, must have been a recurring problem.
Not sure about razor grinders or tinkers - what they actually were nor what problems they posed.
But 'organ grinders' would tend to lead our imagination to something else...
