What is mine is mine, what is outside is still mine...

After a lapse of time, some 'ignorant' students are bound to 'break the law' as can be seen by the 'saman' issued by my good neighbour yesterday morning. So is it right for me to issue mine? No, that's still public property. But it explains what gets into me.
The exposed earth on the left is what used to be my palm tree, same type as the leaves shown on the top left of this picture.
