Talentcorp - Ajak ajak ayam? updated with response from Talentcorp, and my apology

I heard so much about Talentcorp and its task to encourage Malaysians working abroad to come back but never visited their site until just now. In other words, I had been making a lot of assumptions when mentioning about it. As is natural for a parent with a daughter working abroad, I encouraged her to see what is on offer. She said her present work experience is not one of those being sought after. Well, what better way to find out than to visit the website?

What I gathered seems shocking for a national agency supposedly tasked to recruit Malaysians working abroad:

You are eligible if you meet the following requirements.

Malaysian citizen
Currently employed and residing overseas continuously for a minimum period of three (3) years prior to application
Internal transfer within the same group of companies is also allowed provided applicant has been based overseas for a minimum of five (5) years. A letter of support from the company stating that the applicant is under no obligation to return to Malaysia is required. The REP Committee's discretion is required if prior overseas assignment is less than the minimum five (5) years.
Does not hold an outstanding scholarship bond/ loan with the Malaysian Government or its agencies. A letter of confirmation stating that you are no longer bonded or have settled your loan is required in support of your application.
Able to contribute to any of the National Key Economic Areas (NKEAs) in the Economic Transformation Programme (ETP).
Possess the following academic qualifications and the corresponding cumulative overseas work experience.


*Discretion may be granted for specialised job skills/exceptional work experience needed by companies/industries

In other words, Talentcorp has taken a passive role rather than proactive one. Instead of taking the initiative, they are depending on interested applicants to 'Deposit Resume' and they work from there.

'Able to contribute to any of the National Key Economic Areas (NKEAs) in the Economic Transformation Programme (ETP)' seems so vague as to what jobs are available. I still can't get over 'Currently no position open' in Malaysia!

TalentCorp is not a recruitment agency. We were established on 1 January 2011 to formulate and facilitate initiatives to address Malaysia’s talent needs in order for the country to reach its aspiration of a high-income nation. Collaborating closely with relevant Government agencies and leading employers, we develop initiatives focused on three strategic thrusts, specifically (1) Optimise Malaysian talent, (2) Attract and Facilitate Global Talent and (3) Build Networks of Top Talent.

Secondly, the incentives that you referred to are under the Returning Expert Programme (REP). Administered by us, the REP facilitates the return of experienced Malaysian talent, particularly those with expertise in National Key Economic Areas of the Economic Transformation Programme (ETP).
