Serial plant killer attacked again

Bougainvilla plant on the left, was left as it was after it was cut down by a busybody on CNY day. Shoots grew and flowers bloomed. When we were away last weekend, its roots were dug out to ensure it would not survive, and two bricks put on top of the hole (pic 3).

This pic taken while standing on our side of the drain...just to show how much they have deliberately encroached. Though public space, they could have done the cement floor and vegetable patch on their side of view...
